Unless he has a pet ppc which is in the aos scheme, like Ranger services. Not sure nowadays if this reselling of details is still allowed.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Its never been allowed according to the BPA and DVLA, but could he use roxburghe for example to chase this as an AOS member then get paid a fee if the sucker coughs up ? But anyone they pursue is not for themselves allegedly they are debt collectors, with direct access to the dvla database because they are in the aos, so couldn't it be argued that if they agree to not pass on the rk details to a non aos company they could chase the motorists on their behalf ? Then they both get a cut if they win out.
I'm not saying by the way it's happening at all, but couldn't it be used to circumvent the aos scheme and popla as this person is not in the aos and probably not even in the bpa. They don't actually own the debt though, do they? They're pursuing it for a client. An AOS member cannot access data on behalf of another PPC (i.e. the theoretical debt owner) unless that second PPC is an AOS member.Je Suis Cecil.0

just took a quick skim of the BPA's AOS membership and Carstoppers Ltd - if evans still trades under the name - doesn't appear.
(it looks as if the site was lasted updated on 12 sept. so it's possible that evans could have made an application since and membership is pending).0 -

TNC did a few weeks ago and when it was reported to the DVLA, the DVLA had to go grovelling to the ICO about 'their data breach' - and the PPC was ordered to repay any PCN paid and cancel all the others.
Someone will have a link - can't recall which PPC but it was in a thread on here.
So we need to be aware of this and ready to report any non AOS member who seems to have got hold of rk data somehow.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
