Civil Enforcement Ltd were contracted by the landowner in December 2009 to protect the car park from overstaying and denying business to the other companies on the site.
The issue is civil and contractual and not one this service is able to become involved with. The terms of the contract are clearly stated at the entrance and there are signs within the car park. If a driver parks in the car park they are deemed to have accepted those terms (ie staying no more than 90 minutes). If the driver breaches that contract by staying longer than 90 minutes, the landowner is entitled to losses.
The company is acting within the British Parking Association guidelines, which again makes it difficult for this service to act.
If you feel that the company has acted unfairly you may wish to register a complaint with the British Parking Association at
I have replied to them that their quote in the paper that "Fines are Lawful" is both misleading and inaccurate, and will fool many into paying up. If their response as above is "Not in our remit" then they should not have commented.
Interested in the comment about BPA guidelines. Does anyone know if that is right. CEL website does not even say if they are a member.0 -

Collect the paperwork and contact TS again. No doubt their letters contravene the BPA's 'guidelines'.0 -
The press, particularly the local press, are all too fond of printing misleading information re PPCs and their legality. Very often they'll refer to these charges as 'fines' and even allow the PPC to make a comment.
I saw two stories in our local newspaper recently where a PPC had fixed £100 invoices to windscreens. There seemed to be an acceptance of the whole affair, and in one story the local MP was taking the plaudits for 'contacting the PPC about the fine' and the PPC promised to 'review'.
So I managed to get 2 letters published in the paper which corrected these assumptions, and since then I've seen other letters from people saying they are going to refuse to pay. Success!!
Letters to the press do go a long way to spreading the word about these scam companies, so if you see any stories like these, please make sure they don't go unchallenged.0 -

hi,my son had one of these so called fines for COPPINS BRIDGE a fortnight after he had been to the cinema .I told him to ignore it as that is what i had read on several forums,also i done some research locally,i rang the police they said nothing to do with them ,the chap i spoke to said he wouldn't pay,also the trading standards office they told me,i could pay it and claim it back,or ignore it,which we have,then a couple of weeks later they write in the County Press that it is legal.My son has had he second "threatening letter" today which is going to be ignored again .They should be stopped from getting addresses from the DVLA as well0

Looking at the link provided there is a section on clamping which says that it is regulated by the SIA.

Having seen many complaints on pepipoo sent to them I have yet to see any which have resulted in prosecution. Please correct me if I'm in error.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
Hi I should of updated ages ago but Id actually forgotton all about the ticket until another MSE'er got in touch. I havent heard anything from this company again apart form the intial 'ticket' that they sent me saying I had 14 days etc. I sent no money, but expected follow ups, but as I said Ive received nothing from them. My advice is definently to ignore them. As I said on the previous page my boyfriends friend is a police detective and had been with him on several occasions when parking at the Parkhead forge when the footballs on. Them and several others all received tickets from similar companies, but police officer told him just to ignore it as they would never take it any further, and they never did. hth0

I got a fine from Civil Enforcement Ltd back in February after parking at the PiltonCauseway car park in Barnstaple. After reading all these threads I decided to ignore it and so far I've heard nothing from them!!0
