Does this mean that people who bought items before the new Paypal buyer protection rules came in, but claimed after, aren't getting their money back? I'm a little confused - I paid for the buggy on 23rd September, but didn't issue a chargeback with Paypal until 15th Oct. Does this mean that I'll have to wait to see if Paypal can get the money back from the seller, or will they pay out anyway after my ten days?

I bought on the 12th Sept and claimed on the 8th Oct and I got my £100 in full . Although the level of protection was £150 in all cases but MonikaD paid £325 before the new rules and has now had an email saying she will be getting all her money back . You should find out in about 5/6 days time what Paypal say about yours . How much did you pay ?
Baby Thomas born 3 months early by emergency section on 21/1/09 weighing 1lb 15ozs .
Thomas came home after 3 months and 2 days in hospital weighing 5lb 15ozs
    Thomas weighed 21lb 4ozs on his 1st birthday , a total weight gain of 18lbs 5ozs !

Hiya, I paid for the buggy on the 23rd Sept, escalated to claims on the 8th Oct. Have been told on 4 occassions that I will get the whole amount back even tho I paid before the new paypal rules came into effect.

When I spoke to a Paypal agent and he told me that I will get the whole amount back I asked him to make a note on the system that he promised me that. I found out yesterday that they only refunded me £150 - I called them straight away but the guy on the phone told me that I was wrongly advised and won't receive the whole refund. I called them again and explained them that I was promised to get the whole amount back on the 4 occassions and that there is a note on the system as well. This helped - the agent checked the note and told me that in this case I will get the reminding £200 back. Today I got the money back.

Good luck to all of you!!

You don't need to wait to go to your card provider for a chargeback, as soon as paypal fail to repay you you can start the claim with your card company.

However be aware of a couple of points, firstly the card issuer will put up a fight and possibly even deny it is possible so be persistent. Secondly, and possibly only a minor issue is that paypal may well close your account with them as it is against their rules to go to a chargeback via a third party..personally though if a lot of money is involved I would take that risk!

The reason that paypal don't like these third party chargebacks is that it is paypal themselves that the card company charge if the seller has done a runner, but don't let that worry you!

I did fear this as an outcome with paypal and I am just so gutted that my worries have proved to be right for some people.

You have to pursue it through the bank. The bank get the money from paypal then paypal claim it back. this is what the telegraph article stated. This was also confirmed by paypal and the bank, so maybe its all changed now. Bank seemed used to this procedure, which we will instigate on Monday!

If you are getting confused with us who didn't get anything, we didn't buy through ebay, just through paypal. This means we haven't had the ebay price protection cover hence no money!

I have still not had any response from the police regarding the email I sent last week. I think someone mentioned that the lady dealing with the case had been away til Saturday, so I thought i'd give her a few days to respond (she may have hundreds of emails regarding this case!).

It was me, I tried ringing her today (she called me last week and left a message) but she was just going into a meeting so was going to call me back - she hasn't yet.

I'm still waiting to hear back from Paypal, I thought I would have heard today as my 10 days was up yesterday.
  • i got a full refund, i escalated my claim on the 8th of october, and received my refund of £65 on the 18th. Like everyone else i really hope that this man is caught and that you all get your refunds. I too will be very careful on ebay in future and have since ordered a maclaren techno classic (not from ebay ).
  • Have you informed the police? There is a crimianl investigation into this business. if not teh email address is below.
    Thanks pilchardandpizza

I've contacted hillingdon Police to catch Emmanol the Scum Bag aka discount-buggies.co.uk
I also recieved a invoice from him shortly after placing my order sent via DHL dated 14th Sept , is this his part of his scam procedure ??
  • Hi all - having read through the recent posts I have just telephoned paypal to ask what happened now as our 10 days finished yesterday but have heard nothing.
Was put through to disputes dept and chap on phone said he was closing the claim there and then by finding in our favour and sending a refund direct to our credit card (which was our funding source), this should show in 5 days.
I also asked if there was going to be further action taken by paypal against the seller as this had been such a large scale scam - he 'wasnt at liberty to say' but felt probably yes as there had already been a number of claims...here's hoping they get him and throw away the key
Obviously I will beleive it when I see the credit on the account...

Would also like to say such a big thank you to everyone involved on this thread as the shared knowledge has certainly helped me and I'm sure lots of others too - thank you very much guys - would add one of the lovely pictures I see to my right but havent a clue what any of them mean!!!
