I've just tried to register and get the following message:
There are two reasons why an application may not be accepted. The first reason is that you may already have the maximum allowed number of PayPal Top Up Cards. The second reason is that we use a wide range of robust data sources to validate personal details. On this occasion we may not have been able to validate your personal details sufficiently to enable your application to proceed.
I've been through all my data and checked and it all seems ok. I've also tried linking it to my PayPal account and tried not linking it.
Any ideas what could be wrong?

Turned out I hadn't included my middle name and as it was checking against electoral register it didn't match. All successful now.0 -
I am still having trouble applying. I also had the same issues with the postcode and address and NOW do not seem to be able to enter the min and max top up amounts ?????????? anyone help ?????. Thanks Minty0

I got the same message when I applied, then I remembered that on the electoral roll registration I did not use my middle name (I filled it in on the Paypal card application), so I re-did the Paypal application leaving out my middle name and it worked. The application went through, redirected to Paypal to make the initial payment and then gave a reference number. Got a confirmation that the card would be received within 5 days.
So, I think it's safe to say, your name needs to be exactly as it appears on the electoral roll.====0 -

by the way, it's not a min and max for top up, it's the initial amount you want to add to the card during the application, the minimum is £5 as they take the £4.95 fee immediately, maximum is £1000 which then loads as credit. I only loaded £10, leaving £5.05 till the card arrives, I don't want to tie up a chunk of money if there is a problem with the card arriving.====0 -
I got my pin number today so assuming card will be here in next couple of days or so.0
