Paypal Top Up card

I have a PayPal Visa card, it is under written by RBS as PayPal are no longer regulated by the FSA in the UK. Which is worrying. Paypal keep freezing my Visa card when ever they feel like it. When a bogus customer made a claim against (which was false) they froze my Visa card as well as my account. I am going to the FSA about it as I refuse to pay back the bogus customer so Paypal are keeping all the money I have on the credit card!
If everyone makes claims to FSA about RBS as they are responsible for Paypal cards then RBS may get sick of it and make Paypal behave?
I have also changed my payment system on my website to Google.0 -

I used it earlier this week without a problem, it usually opens in a new window/tab depending on your browser.Just got one of these and have activated it but when I go into the online account manager there are no top up options at all - anyone else had this problem ?

I have the same problem, a buyer purchased an item for £43.99, net total after fees £42.29. On 18 Nov 2009, I had a dodgy chargeback for an item at a cost of £43.99. Had over £150 in my account, they held £42.36 (7p more than my net profit from the sale) and withdrew what I had left to my paypal topup card. Paypal ended up in favor for the buyer so i lost the item and the money.
I tried to withdraw my money from my PRE PAID card but it didn't work and was declined. Went and checked Paypal and they had restricted my account. Not knowing what the problem was, i phoned them and they told me i owed £1.64 as they was unable to re-coup all the buyers money. I told them they had infact taken 7p more than I owed and they needed to refund the sellers fee as i had not made any money. The Irish lady then told me i have to pay the paypal fees because they had to investigate.?? I started to get upset and she hung up on me. I ended up spending £20 calling paypal and RBoS in one day.
In the end i was told that i needed to add funds to my account to pay the Paypal fees, they can then unlimited my Paypal account and unblock my card. Tried that & got a message saying it can take up to 10 days for the money to show in my paypal account. By this time i was turning purple. I then got a friend to send me £2.00 via paypal. This turned up in my account and paid the stupid £1.64.
My account was still limited and was told it will take up to 4 days to be revived. I phoned them again and they reviewed the account over the phone and told me my account was active. I went and checked my paypal account and i had £2.07 in there. they had paid the £1.64 to the seller then gave me £1.71 back. My topup card to this day is still blocked with my money in it Called RBoS and they said i can close my account direct but it will take 28 days to get a cheque or i can wait 48 hours for the block to come off.
Crazy, been using paypal since 2005 and they do this over £1.64 that i didn't even owe. I cant have that, have closed my account, now using another PSP and also closed all my halifax accounts. If they do that with paypal top up cards then who knows what other bad pratices they will take on.
The paypal topup card website states:
"You don’t need a bank account to get a PayPal Top Up Card – so it’s great for young people rather than carrying cash around, the Top Up Card offers a safer payment method which you can use both at home and abroad."
What's safe being somewhere far away from home when you can't access your OWN pre paid money? That's classed as stealing where i live. I have the whole days convos recorded and will be publishing on youtube soon once personal details have been taken out. You wont beleve how they spoke to me0 -
Has anyone experienced a refund to the top up card from a customer? I ordered an item from a seller on play.com but they refunded it as the item was no longer available. Although I've received an e-mail from Play.com telling me that they've refunded my money, it hasn't turned up on my top up card.
Does anyone know how long this may take (and after reading the above threads, does it happen at all?)
It's only been a couple of days but I was just wondering in case there may be some problems.
thanks0 -
Hi. I was wondering - as I am getting a little bit of cash every week and I dont want to have it in my wallet (it goes out very fast) I decided to go for Paypal topup card.
The main reason is - I dont want to add funds to my paypal account using my bank account but any spare cash that I have. So I thought (correct me if I'm wrong) - get the cash, topup paypal card, link the card with paypal account and use it to pay f.e on ebay. Is it true?
Can you tell me?
- is the paypal topup card account different than usual online paypal account? if so can I transfer the money between the card and paypal account BOTH ways?
- can I link my topup card to my paypal account instead of my usual debit card0 -

My experience with the Top-up card has been fine so far. When I have transferred monies from my PayPal balance to the card, each time it has taken slightly longer than 24 hours. I haven't noticed the top-up happening at any specific time of day. So, on average it takes I guess around 25 - 26 hours and then it appears.
I use my card to do my weekly shopping and haven't used it for anything else, so I wasn't aware that there are places that won't accept it.
It would be nice to use it for ebay and I am disappointed that you can't.
So I guess it depends on why you want the card. The selling point for me was being able to have my PayPal funds exchanged into cash or real spending money in 1 day as opposed to 4-5 using the bank transfer option.
Overall I'm happy with it. So far!0
