I have been trying for 12 days, 4-5 times/day to get through and make additional contributions to my State Pension. I CANNOT get through no matter what time of day I try!!! I've especially tried at and just before the lines open at 0800 many times. What else can I do????

I am self employed and have another 6 years class 2 NI to pay before I retire. I understand that if I were to earn under £6725 I can pay voluntary class 2 NI. What about if I have no self employed earnings for that tax year, am I still able to pay voluntary class 2 NI?
