Quick question - can I transfer my existing ISA into another with better interest and put in £20k into a new ISA in the same tax year? my current ISA rate is poor but I also want to put new money in. Thanks all!

ISA allowance estimate
Hi all. I've paid 15k into my barclays isa this year. I've also paid 5k into a separate s&s isa with another provider. On my barclays account, it proposes I've still got £5492 as remaining allowance for this tax year. From Cash to Lifetime ISA?
I'm about to receive a larger sum of money from my Mum. I was thinking putting the money in Cash and Lifetime ISA to maximalise the benefits. Clearly this doesn’t count to the annual allowance in the year of withdrawal as regards how much you can contribute in any year.
