NTK - an easy way out?
Am I being naive in thinking that you can just appeal saying that you didn't receive the NTK in the 15 days? Is that, on its own, not enough to get the parking charge notice cancelled? Would they have to prove that it was received in time or would it be up to the recipient to prove that it wasn't? Thanks
