Ticket Envelope

I have just walked through Newark Castle station car-park and found a discarded parking ticket envelope. You may recall a previous thread of mine where I mentioned the signs which seemed to mix up bylaw and parking charge "regulations".

This envelope (in the usual yellow and black "official colours") is headed "Parking Notice Enclosed" - Note the word "parking" and not "penalty".

It then has this stupid statement:-

"Warning It is an offence for any person other than the driver to remove this notice"

So if a passenger removes the notice then they are committingthat so-called "offence". I would be interested to learn what actual law has been broken by this dastardly deed.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?
