VCS (John Lennon Airport PCN)

Got a PCN from a parking company called PCN because my car was stopped in a no stopping zone for a whole 18 seconds.
It was just outside the rent a car drop off point.

I appealed to VCS with a template letter, appealing on GPEOL, signage, and right to charge (land ownership)

It was rejected, as they gleefully meantioned the Beavis case to dissmiss GPEOL, and filled the rest of the response praising there signage of the area.

Were do I go from here ?

I have read the IAS is a kangaroo court, so there is nothing to be gained by appealing to them.
I think I might play some Email tennis with VCS, I'll send them a debt denied email and also remind them due to JLA bylaws the beavis case is not relevant in this case.

I will also mention that they do not invoke keeper liability under the provisions of the Protection Of Freedoms Act, as I have not named the driver there is no case against me ?

Experts ? I'm I doing the right thing here

    For goodness sake the first thing to do is remove those images they have all your details on including your address!!

    You have absolutely no prospect of getting this cancelled, no matter who you now write to, appeal to or complain to. That's not to say you should pay it, but you will need to ride this out for the next 6 years, the amount of time VCS has to pursue you through the courts.

    Will they pursue you through the small claims court? You'd be the very first - they have a cash cow to protect at LJLA and we believe they would not dare have a judge decide adversely against them, that's why there are hundreds and hundreds riding this out. But that's not to say it won't be an easy ride; you'll need to be ready for debt collector and solicitor letters at various stages.

    Here are two threads by hexaflexagon over on PePiPoo which will help you get a good understanding of all the issues surrounding 'stopping where stopping is prohibited' at LJLA. This guy has (and continues to) put in an immense effort to thwart VCS.

    Should any LJLA get to court, there is a pledged fighting fund to cover legal representation.

    I wonder if "Avis" car rental would assist me, the car was stopped for a couple seconds while I was dropping off a rental car, another driver in my car (the car with the PCN) stopped just outside for a few seconds before entering through the barrier onto Avis car park.
    The hesitation was due the driver being unsure if he can enter the car park, he was waved in about 20 seconds later.

    I wonder if its worth making a complaint to Avis ?

    We have seen nothing in years where a VCS charge at LJLA has resulted in a cancellation via any outside intervention.

    While this is never likely to get to a court stage, keep your powder dry for now.

    It is very clearly a shameful situation that you can be threatened with 'credit clamping' by this ex-clamper firm for six years, for hesitating on a roadway, to be sure they could enter a car park. It is absolutely an embarrassment that the UK Government allows this punitive and aggressively greedy business model to exist and pretend to go through the motions of 'appeal' and 'self-regulation'.

    ...make sure you also complain to the Airport. There was one Airport using VCS, where we saw a response from the Airport that said there was at least a 30(?) second grace period VCS were required to allow (can't recall the exact details nor if it was this Airport/30 seconds or what, but I recall a thread showing the reply and it was MORE than 18 seconds).
