Flippin EE cancelling sim early!

Do I need to activate a SIM, and put credit on it in order to port a number to it.
Basically I'm currently with provider A and need to port my number to another provider B and then back to A again. Does the SIM with provider B need to be active and have credit on it to be used in this way ?
