the government created network rail as a not for profit company because of the shambles of privitisation... how difficult would it be to set up a similar company to compete with the greedy privitised suppliers or could it be done by a large group from this website?

Does your energy company (or someone other company-Transco?) have a duty to move your gas meter to another position if as a disabled person you cannot read it and haven't got anyone able bodied to read it for you?
