As an ebay seller I wouldnt pay out a refund if I had a proof of delivery. Lots of scam artists out there. Not saying the OP is one of course ha ha! and too be honest it sounds like a dodgy seller!

By the way iv got 3 paypal accounts by now. If someone plays with me or puts in claims and im 100% sure they are messing I shut down account delete my details and move on. Paypal always sides with the bidder so its never worth fighting. Just start another account and move on!

Its hard enough to make a profit on Ebay so I dont !!!! about with pests who want their £1.99 back when iv sent out their items. Stuff them!!!

OP I strongly urge you to ignore the posts made by Lone Ranger. Paypal have very strict rules about when a seller can stop a chargeback, those rules are not negotiable and they are not bent at all at the will of any user, whatever level of metal seller he is.

If you have any doubt at all come over and ask on the ebay board where you'll get more sensible answers.

I feel very strongly that to use paypal a seller needs to understand it, having completely the wrong idea is a bad way to run a business.

The definitive answer is that to stop a paypal chargeback the seller needs to prove delivery using a online tracked method as outlined by paypal. If they can't do that the buyer gets an automatic refund..This is why in my original response I urged caution if buying and NOT using paypal as in that case you have no leverage against the seller.

Lone Ranger, where on earth are you getting all your 'facts' from because none of them are actual 'fact'!

If I sell an item, post it and just get a cert of posting, if the buyer doesn't receive the item and puts in a claim with Paypal, Paypal will find in favour of the buyer.

For Paypal to find in favour of the seller, the seller needs to have proof of DELIVERY, not proof of postage!

Where do you get (if I say I don't want to refund, Paypal won't refund the buyer) this from????

I find it very hard to believe that you are a platinum power seller, when you really don't have a clue! If you are an e-Bay seller, I think the way you treat your buyers regarding parcels going missing and postal system/Paypal is disguting.

What would you do if you never received an item you paid for???

why should the poster believe you??? its people telling people to put all there faith in something like paypall ,as i have said in the past and i am correct with regards paypall if the seller refuses to refund paypallwill not issue a refund to the buyer that I AM AFRAID IS FACT hence why i said i would buy nothing of the net with money i couldnt afford to lose , i have had one dispute i refused to refund the seller took me to court i WON FACT, i produced proof of postage in court , i you coulsd say won by default the seller brought the case to court i as is my right demanded the case be heard at my local court the seller lived in norwich around 250 miles from me he failed to turn up i did he lost i won and yes it was by default , but then every single seller loses to paypall by default , item arrives broken buyer complains to paypall item not as discribed and gets automatic refund the seller loses by default i will not be bullyed by any one .

The account can go into negative balance, so whenever more funds are received, they would be eaten up until the account is no longer in negative.

OH DEAR IT GETS WORSE , most sellers have around 5/6 paypall accounts they just switch to another for payments so no funds will go in to that account unless the seller transfers them from the bank , as said i have only ever had one i totaly disagreed with and never paid as stated above paypall does not order me to pay any one if i decide i am correct , as i said clueless it may not be to bad if you have spent around a £10 but what if you had spent £500 ? paypall promise what in some cases cant be delivered
