i wouldnt worry about it, i got negged by a buyer of mine coz i didnt instantly leave feedback for him/her. i left them a neg afterwards due to how rude they were in emails they sent me demanding i leave feedback there and then. my feedback is approx 92% but i still get plenty of bids and my items always sell for a good price. dont worry about 1 neg, its not going to ruin your life!0

I don't want my feedback to be affected, this supercedes my desire for his feedback to be affected.
I'll probably have to deal with anything regarding his feedback so it's not important to me. My feedback on the other hand is something I'll have to deal with on a regular basis hence is very important to me.
I'm regretting not leaving neutral feedback as this usually conveys the fact that a neg was only not used because of the repercussions.
This is the first time I've left non-positive feedback so the strategys are new to me.

Leaving a neutral often solicits a neg in return. Find someone who left a neutral and see what they got back from this seller.
Ignore that... for some reason I had in my head that he was an experienced seller, I see he's got less than 20 feedback.My TV is broken!

If I were you and you want 100% feedback so much I'd mail him and both agree to withdraw feedbacks. Although in the crazy world of ebay another one will come along in the future. Usually a newbie who feels that he should have recd. it 9am the next day but the auction finished at 11pm the night before.

Nobody cares if you have one or two negs, especially not if they're for something so obviously frivolous (e.g. retaliatory). It's really not a big deal.0

Your own feedback is very low anyway so it is hardly worth bothering keeping your account if the neg bothers you so much.
If you are really upset then do one of two things. Either use that account purely for buying in future and open a new account for selling, that's what most of us do.
