Ownership does not come into it, it is registered keeper that counts. Presumably the N1SDT form is addressed to the registered keeper at the time of the parking contravention and that is who must defend the claim.

I have tried to create a government gateway for my dad to then submit the defence via MCOL however I am struggling to get past the creating the ID bit as it will not take the picture of his driving licence!0 -
You can't take this long with a court claim. We were telling you how to do this in May and it's now too late to defend. Due to not doing what we advised, your Dad now has a CCJ.
I'll see if we can help him resolve this more cheaply than what it says there so don't compound your error by rushing to pay the ludicrous £343 sum.
