Hi I dropped off my friend on 19th of September at Terminal 2 drop off Manchester airport. I only stayed for few minutes. Before i used to see barriers but this time all the layout was changed. After few days one of my friend told me that i was suppose to pay fee for drop off. And then i received parking charge from APCOA. Now 14 days reduced payment time is also expired can anybody please help me how to get rid of this hefty fine.
Thanks0 -

telly123_ said:Oh brilliant thank you!Just confirming this is my response as per the thread you posted above:I appeal as keeper. I am not obliged to identify the driver and I decline to do so.1. You are unable to transfer liability to the keeper pursuant to Schedule 4 to the the Protection of Freedoms Act 2012 ('POFA') because airport drop off zones are not ‘relevant land’ as defined in POFA.2. Even if (which is not the case) the land in question is relevant land your notice does not conform to the requirements set out in POFA paragraphs 9(2)(e) and (f).6

👆👆 Yep, that will do. Alternatively, use the template in the Gatwick, Heathrow and Manchester Airports Group Thread. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Hi everyone,
I’ve just received 2 PCN/invoices from APCOA. One is use of drop off zone without making payment, the other is for picking up at drop off zone.
The first one I did forget to pay, the second one I paid for the parking charge but got done for picking up in the drop off zone (I was in the zone for under 2 mins).
My question is given I’ve already paid for the second entry online and my contravention is picking up in a drop off zone, am I still okay using the same text to appeal both invoices?
Text:
“I appeal as keeper. I am not obliged to identify the driver and I decline to do so.

Any help on the matter would be greatly appreciated.

Just appeal as keeper using the template appeal, same as everyone else, if you have more than one, appeal each one separately using the template
No need to think about it, just follow the process like everyone else, and no paying, no naming the driver, no stories, no arguing about what happened, it's no comment, no admittance, nothing to think about, put your brain in standby and follow the sheeple4 -
It doesn't need confirming, reiterating or chewing over. Why are people reading and posting on this little thread instead of the Airport Drop Off Group thread?
Even then, the appeal wording doesn't need checking. The advice is clear. Works every time. End of story!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
