    I'm wondering whether I can use the template to challenge the fine if I never even paid for the original parking charge. Their website wouldn't let me pay it when I remembered (about 8 hours after the deadline).

    I have gone through all the posts and also see how people got there ticket cancelled. I want to share my situation and what's the possibility of getting it cancelled.

    I went to Manchester T2 drop off on 24th July 2025 around 5:00AM. but forgot to pay the payment. and then I received debt recovery letter issued on 3rd of September. I didn't receive any notices from APCOA earlier.

    The amount now is 170£.

    should I contact Debt recovery or APCOA ?

    If you didn't get the APCOA original PCN, then there's a possibility that the address given to them by the DVLA is an old one. Please check your V5C (logbook) and amend if appropriate. Can be done on line. 

    While, in the context of this charge, it's not now relevant (see @ChirpyChicken's advice above), it does have much more serious consequences if things like police speeding or council parking charges are going to an incorrect address. 

    Debt recovery agents use tracing companies to gain access to address details where the suspicion is that an old one has previously been used.

    You are saying your address in your V5C has always had that address all Summer?

    We know you can't appeal but you can complain online to APCOA that the PCN never arrived, so can they reissue it.

    DO NOT IMPLY WHO WAS DRIVING.

    NO WORDS ABOUT WHO DROPPED OFF.

    Yes there is no address change since I bought this vehicle in the end of June 2025
