APCOA PCN Manchester Airport Drop-off

Both of these (and another one from a few days later) have of course been appealed with the usual implied referral to the answer given in Arkell v Pressdram. However, I have also filed a formal complaint with the DVLA as they have clearly broken the KADOE contract by having no reasonable cause to request my DVLA data twice.
We'll see how the DVLA deal with it. I have pre-empted their usual fob-off with the following:I am submitting a formal complaint against APCOA Parking (UK) Ltd for a serious breach of the DVLA’s KADOE contract and UK GDPR.
On 28 June 2025, APCOA issued a PCN to me as the registered keeper for an alleged contravention at Manchester Airport on 22 June 2025, recorded as entering the drop-off zone at 09:38 and exiting at 09:47. This initial request for my data was made under the “reasonable cause” criteria, and I do not dispute that APCOA were entitled to access my Keeper details for that purpose.
However, on 12 July 2025, APCOA issued a second PCN for the same alleged incident, this time recorded as 09:46 to 09:47 — a one-minute overlap with the original timeframe. This second PCN is not a separate contravention, and therefore APCOA had no lawful basis to request my data again. This second request was:
A clear breach of the KADOE contract, which strictly prohibits multiple data requests for the same incident.
A violation of UK GDPR, particularly Article 5(1)(c) and (f), as the second request was excessive, unlawful, and lacked any legitimate purpose.
An abuse of process, designed to harass or double-charge the Keeper for a single event.
I am fully aware of the reasonable cause criteria and expect DVLA to acknowledge that only the first request met that threshold. The second request did not — and I will not accept the usual generic response that “reasonable cause was established” without addressing the duplication.
I expect DVLA to investigate this breach, confirm that APCOA violated the terms of their data access, and take appropriate enforcement action — including sanctions or suspension of their KADOE access if necessary. If not, I would like to know why.

Can I just quickly verify something, we forgot to pay for drop off as it was 2am and went straight home to sleep afterwards. Two days later and we remembered but the website had closed and we could not pay. We have now registered the other car on auto payment system to avoid this in the future.
The car is a hire car and we have got the penalty paper work from the registered keeper, when I select 'Applicant Details' do I select 'Vehicle's Hirer' to enable me to appeal successfully?

I have also received two letter from Leaseplan advising Apcoa that NHS Lease Co are the keeper of the vehicle and one to to NHS Lease Co letting them know. But I am able to appeal it at source through the apcoa website because I have all the details.0 -

Try appealing as the hirer but surely that is NHS Lease Co?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You are not saying you were driving by saying you were the hirer. But there is an issue. You are a stranger to it. APCOA don't know who you are.
Really you should quickly contact NHS Lease Co and ask them to pass you their notice and permission to appeal the PCN. Ideally, they should name you as the lessee.
You need to get your own notice.
You need to contact contact NHS Lease Co urgently anyway, to stop them from just paying it. Which they will when they get their notice. I'd be prioritising stopping them on Monday!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Leaseplan have sent letters to NHS Lease Co and they have then forwarded them to my wife:
"Why are we making you aware of the charge?As the liability for the charge must transfer from the leasing company to ourselves and then to you, this process can take some time. As a result, to minimise the risk of the charge escalating, we make all of our colleagues aware of the charges at the earliest possible opportunity so immediate payment can be made to the issuer should you accept the charge.
What do you need to do?
- If you accept liability, please make payment. Information on how to make payment can be found on the attached notification. If the discounted amount is not available, you may wait until the notification is reissued to you from the authority but please consider the points raised above as NHS Fleet Solutions cannot be held responsible for fees incurred from charges escalating.
- If you do not accept liability please appeal to the authority. An appeal can only be submitted once the charge has been transferred into your name and the authority have wrote to you directly. If you appeal a charge before this point, it will most likely be automatically rejected by the issuer and can cause issues in the transfer of liability process. Any escalated charges as a result of an appeal submitted early will be passed across to the driver."
