Really you should quickly contact NHS Lease Co and ask them to pass you their notice and permission to appeal the PCN. Ideally, they should name you as the lessee.

You need to contact contact NHS Lease Co urgently anyway, to stop them from just paying it. Which they will when they get their notice. I'd be prioritising stopping them on Monday!
Leaseplan have sent letters to NHS Lease Co and they have then forwarded them to my wife:
"Why are we making you aware of the charge?As the liability for the charge must transfer from the leasing company to ourselves and then to you, this process can take some time. As a result, to minimise the risk of the charge escalating, we make all of our colleagues aware of the charges at the earliest possible opportunity so immediate payment can be made to the issuer should you accept the charge.
What do you need to do?
- If you accept liability, please make payment. Information on how to make payment can be found on the attached notification. If the discounted amount is not available, you may wait until the notification is reissued to you from the authority but please consider the points raised above as NHS Fleet Solutions cannot be held responsible for fees incurred from charges escalating.
- If you do not accept liability please appeal to the authority. An appeal can only be submitted once the charge has been transferred into your name and the authority have wrote to you directly. If you appeal a charge before this point, it will most likely be automatically rejected by the issuer and can cause issues in the transfer of liability process. Any escalated charges as a result of an appeal submitted early will be passed across to the driver."

The important point here is that you want a pcn in your own name to arrive from Apcoa, as a lessee, day to day keeper, then you appeal it in the usual manner described in this thread
As mentioned above, you must make sure that NHS Leaseplan do not pay it, but transfer liability to the lessee by informing APCOA of your name and address if you are the lessee keeper
If these steps are not followed correctly, it's harder or impossible to unravel a subsequent s show !
There are no authorities involved here, just private companies and an invoice1 -
Hello all,
Received a “Parking Charge” of £100 from APCOA relating to Manchester Airport Upper Drop Off Forecourt Terminal 2 on 13.7.25.
I took a wrong turn for the MAG and ended up stopping at the above for under 2 minutes whilst I readjusted my satnav to find the MAG.
Having read the thread it seems they can’t enforce this.
Please could I have a concise up to date detail on what exactly I need to do to contest this?

After taking wrong turning, whie looking for the Meet &Greet at T2 in Manchester Airport, we entered the drop-off zone for 1 min 38 seconds. When we got into the airport the guy at Meet & Greet said they would inform them that we were Meet & Greet customers who took the wrong turning and our charge would be waived. He had a couple of pages of registration numbers and said this happens all the time. Obviously we didn't pay and came home from holiday to an APCOA parking charge letter. After lookig at all the helpful advice on here, I planned to appeal using the template but when I input the PCN and Reg number it's coming up as not found. Has this happened to anyone else? I'm worried about just ignoring the letter without appealing and don't know if I should phone them or just leave it. Thanks!0

Too late to appeal. Ignore all the useless debt recovery letters you get sent and eventually it will whither on the vine and die. APCOA don't do court.0

Are you sure you are on the right APCOA webpage that exactly matches the way to appeal, as shown on the back of your PCN?

Just this last few weeks I have appealed 4 from them for Manchester Airport. When you enter the PCN number, include the prefix 'MR' with the PCN number.3 -
Just got a PCN from APCOA re Manchester Airport drop off, I genuinely forgot to pay and had full intention to, their system wouldn't let me pay after 48 hours when I remembered. Reading through these forums I've read some people are getting letters with a £100 PCN reduced to the £5 fee if paid within 14 days. Mine says £100, reduced to £60. I'd have paid the £5 but they can whistle if they think I'm paying £60. Sent this appeal as advised from other threads:
I appeal as keeper. I am not obliged to identify the driver and I decline to do so.
1. You are unable to transfer liability to the keeper pursuant to Schedule 4 to the the Protection of Freedoms Act 2012 ('POFA') because airport drop off zones are not ‘relevant land’ as defined in POFA.
2. Even if (which is not the case) the land in question is relevant land your notice does not conform to the requirements set out in POFA paragraphs 9(2)(e) and (f).
Furthermore, as keeper I am entitled to all the defences available to the driver including (without limitation) the following:
3. The parking charge is not notified until after the contract is entered into and under the principles set out by the Court of Appeal in Thornton v Shoe Lane Parking, does not form part of the contract between the driver and APCOA;
4. The signage is not compliant with the BPA Code of Practice;
5. The car was present in the drop off zone for not more than 5 minutes and the driver is entitled to the 5 minute consideration period mandated by the BPA Code of Practice
Any one of the above reasons is alone sufficient to require cancellation of the PCN
Therefore I require you to cancel the PCN and expunge my personal data from your records.
