APCOA PCN Manchester Airport Drop-off

            First off I want to say thank you for this forum. Had I not stumbled across this when googling, we would have just caved in and paid the PCN.
Secondly, I’m so sorry for the length of this message.
My story:
Myself and my sister were dropped off at Manchester airport terminal 2. It was very early hours in the morning, very dark outside and with all the commotion and my extremely overpacked luggage (as per usual, I’ll never learn to only take what I need) we seen no signs that charges applied etc. My sister is also adamant when she was dropped off in May there were no fees and no PCN was received (wether that was just luck I don’t know). We didn’t not pay on purpose, we genuinely didn’t realise there was a fee, we quite happily paid the £20 fee for being picked back up, due to delays thanks to our suitcases being left in another country after them missing our connecting flight home!
Fast forward a couple of weeks, my Mum receives a PCN through the letterbox to pay £100 or £60 within 14 days. My sister says for us to just give my Mum the money for her to just pay it, but I’m that annoying little sister that doesn’t like to give up without a fight….
My Mum is the registered keeper of the vehicle however she was NOT the driver that night. She therefore appealed yesterday with the below text. Do you think her chances are good? My Mum is the worrying kind that would normally just pay it to get it to go away out of fear of CCJs etc, but I’ve asked her to just give it a try first! So thank you to the kind and helpful people of this forum for at least giving us a fighting chance.“I appeal as registered keeper.
I am not obliged to identify the driver and I decline to do so.
Please do not bother with your known fishing expedition in an attempt to obtain driver details to try and get around the fact there is no keeper liability (and never can be under POFA).
As you will be aware, due to this being airport land, there is no keeper liability due to the byelaws in force and the fact that this is not relevant land.
As there is no keeper liability then liability cannot flow from the driver to the keeper and thus will be an auto win @ POPLA. Please therefore cancel the notice or issue a POPLA code.
If you waste your time asking for driver details this will be ignored.”

Ordinary people like you are falling victim to this scam 15 million times per annum. Motorists need your voice added please.

            Hello,I've also received a Manchester Airport "parking charge" from APCOA as I must have driven close to the forecourt drop-off area - entry/exit time total time on ticket is less that one minute. Total scam as I parked in another part of the airport. Anyway, I've appealed it using the guidance and text from this thread. Fingers crossed and I will update as soon as I hear back.             Just a quick question: can I follow this procedure every time I do a drop off or is it more for if you forget to pay it? It’s just that I’m dropping my other half off at Mcr airport later this afternoon0

            We never condone deliberate avoidance of paying a parking (or drop-off) charge, regardless of our views on whether they are reasonable or not.For sure, if people use this appeal to deliberately avoid paying the tariff on a continued basis, something more draconian will inevitably be put in place. It will impact negatively on motorists.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
