Update- so after emailing their DPO as advised, I have now received the following response:

“I am unable to provide copies of the notice to keeper for each charge as they are not held on your case file.

I can confirm correspondence for each charge was sent to …….address….as these were the details held on your logbook (V5) at the time of the contravention.

Once the case was referred to DCBL, as part of our due diligence, a trace is actioned by our third party tracing agency, to ensure that we hold the most up to date details for you. 

This trace returned your current address, which has now been confirmed as correct in your correspondence”

I have asked them for all the CCTV/ANPR images of my vehicle entering/exiting the car park so will let you know what they come back with.

You can never be sure one way or the other with parking firms. In the majority of cases, I'd say they would still be holding copies of NtKs until the case is closed. If they really haven't got them, @Coupon-mad is correct, and this can play to your advantage. 

On the other hand, their reply might just have been a very lazy-arsed fob off.  Time will tell.

If the PPC does have the NTKs and produces them later, then you can complain to the judge that this is a breach of the court pre-action protocol for debt claims that is designed to narrow the issues and reduce the need for a court case. You have the right to request all documents pertinent to the case in advance, so if they are withheld, then they have failed to comply with the PAP. You can them include costs for unreasonable behaviour.

You could warn them now that if they don't have the evidence (NTKs), then they have no case, and persisting will constitute unreasonable behaviour. Also warn them that if they do provide the evidence later rather than when initially requested as per the PAP, then that will also constitute unreasonable behaviour.
