I've come across it a few times now but I agree it is far from Standard.
Where it is required like with Nottingham, T212, etc (and assuming it is not 'app only') it can usually be achieved with a camera enabled laptop/pc.
The seemingly unique thing with Sage & AA (and possibly any other provider using the NatWest Boxed platform) is that although they advertise online application, you do also need a device typically associated with running an app (i.e. a smartphone or camera enabled tablet) in order to fulfil the ID verification step of the online application
But by the time you reach that roadblock in the online application process, you will have already disclosed to them all your personal info, bank account details, chosen password, etc., and there is no option made available to cancel that application.

I should have mentioned yesterday 14/07 Secure Trust Bank Access Account (Issue 30) - 4.16%, min £1
(I believe it was actually available since 13/07)
It won't make the ToTPs list now following your recent cull, but
10 Secure Trust - Access Account 4.21% £1min (03/06) - (issue 29) is therefore NLA
ETA:
Also
8 Hampshire Trust O/L EA (Iss 35) 4.24% £1 min (06/06)
was replaced by Issue 36, 4.18% back on 26/06, and so presumably will now miss the cut, too
Thanks to @janusd who previously spotted this at the time

Do you HAVE to be 50+ to open the Saga Savings account with the 4.5% interest rate?

Not at all. I haven't reached that age yet and still applied and the account is now open.

source: Saga Easy Access Savings Account
ETA: As previously mentioned you "will need a smartphone or camera enabled tablet to apply" which I suggest may not be so commonly held amongst the over 50s

Info. always appreciated but this doesn't now make the recently revised 4.20% cut.

I opened the Saga account last night and it was opened straight away. No ID was required, I'm not sure if this is because I already hold a Marcus and a Natwest accounts.

Saga Savings EA - 4.50% AER variable
COP passed and I just transferred a pound into the new account fine, so followed up with a larger amount from NatWest, who put a hold on it due to "suspected scam".
NatWest fraud protection phoned me and made me go through all the hoops and read the usual script, they asked where did you get the account number and sort code details from, and I said you do realise Saga is run by NatWest Boxed, part of your NatWest group!

I just logged in to their online bank portal and it says
- Transaction limit £10,000 This is the total amount of money you can withdraw in a single transaction.
- Withdrawal limit £20,000 This is the total amount of money you can withdraw in a 24 hour period. ! You can withdraw up to £20,000.00 more in the next 24 hours.
I haven't asked but I doubt that this can be increased. Not clear to me what happens on weekends/bank holidays, so it could be the max limit is 140,000 a week (two withdrawals of 10K a day for 7 days) or less.
Paying in to your savings - There is no limit on how much you can pay in to your savings each day, up to your account limit of £1 million.
EDIT - update, I notice online it says "Contact us via chat if you need to access more money [than the 20K a day]"
