I think these are a two bit operator not very prolific, I would personally report the misrepresentation of authority in their NTK to the BPA it might frighten them, why not they like frightening their targets.The relevent section of the BPA COP is:14. Misrepresentation of Authority3

The NtK is a bit of a templated mess. Notwithstanding what @fisherjim says above, a further small addition to a POPLA appeal is that the NtK fails to state to whom the parking charge is to be paid viz ' ..... the Parking Charge is now payable to (Operator) as the Creditor'. Not a showstopper in its own right, but it's far from clear. Every little helps!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

And do I include their address at the top?

Do I need to include 'to whom it may concern,'No-one starts communications like that. And you just put it in as the PCN tells you (obviously not ticking driver). .PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Options are:
I have a valid ticket/permit for the car parl/site which was clearly on display.
My vehicle is permitted to park and is on a vehicle exemptions list
I had a Pay & Display ticket but may have entered the wrong or incomplete vehicle registration number
My vehicle was not in the car park at the time the contravention occured
I did not park for the stated time
I was authorised to park
I did not receive the Charge Notice on my vehicle
There was no signage at the car park/location indicating any restrictions
I was not aware that I had incurred a Charge Notice.
