By naming the driver PoFA 2012 no longer applies. So you don't name who it was. You don't need to include any of the further details, they come later.

(Surely if someone saw I was just 13mins late and had a tonne of vomit to clean up and a toddler to comfort and change, if they had a heart they'd waive it... )

And of course, yes, you are right... if they had a heart they'd waive it.
The have no heart. All they see is money. They are not going to give up the opportunity to help themselves to your hard earned.
Sorry, it's harsh. But the reality is they want your money. You will need to fight them. Send off you initial appeal and then look at that NEWBIES post I mentioned.1 -
What KeithP says above is right. Popla will also not be interested in your child's vomiting episode, mitigating circumstances are not within Popla's appeal remit. Follow the advice given here. You may not be fully understanding it just now but it will soon all slot into place the more you read.

Follow the guidance, trust the guidance. You might not fully understand why you say what and when, I get that, but they are here to help you, if you chose not to listen (by providing details, naming the driver etc) you will end up paying the charge.
