Private carpark fine

Get anyone offer advice please?
I've been issues a parking charge of £100, £60 if I pay within 14 days of notice.
The date of notice is 3rd Feb. I received this letter through the post either this mon 19th, Tues 20th or wed 21st (I was away mon-wed).
So it took about 7 days to get to me, so I've lost some of my 14 days.
I want to appeal it, as my ticket expired at 3.54pm, and I was photographed leaving the private carpark at 4.07pm. I had only taken my toddler to the park for an hour.
I was delayed in leaving due to my 2 year old being sick and having to clean him, me and the equipment. I probably got back to my car just before 4pm, but then had to get him him, and wrap the seat and straps and car around him in towels and muslin. 
For the sake of just a few mins, I've been charged alot of money. And I just did what any normal human being would do - clean him up!
Can I ask for advice for appealing please?
I've written an appeal but not sure if it is written in the best way to win the appeal.

    I saw a template appeal, but I thought that said for windscreen parking charges?
    I couldn't find 1 relevant to my case.
