Yes. Except you appeal as the Hirer, not the Keeper once you receive the NtH.1

Provided you have received a Notice to Hirer direct from the PPC (in your name and address) then yes. If it's simply the lease company forwarding a copy of what they've received from the PPC, asking you to 'deal with it', then that won't work. Formal transfer, followed by a personal NtH, is the essential step to getting that cancellation.wolfston1970 said:Apologies if this has been asked and answered before.. Hi, hopefully someone can help with my parking charge problem. On the 3rd September we was on our way to the Manchester airport Meet and Greet, I took the wrong turning and went down the drop off zone, once I realised my mistake I drove through without stopping (a total time of 1 minute 38 seconds, this is confirmed on the parking charge) When I got home 2 weeks later the parking charge arrived. I tried to log-on the appeals webpage but it didn't recognise the parking charge number, therefore we sent an email (still have a copy) and fully explained my error, I requested a prompt reply, we have not received a reply. Today I received a letter from Debt Recovery Plus demanding I pay £170 by the 4th November. How should I proceed? Many thanks in advance.0

Ignore DRP. See the NEWBIES FAQ Announcement, fourth post, which tells you how to deal with debt crawlers. They'll give up eventually and pass the file back to APCOA (who will have already given up).
