Hazard warning lights. These may be used when your vehicle is stationary, to warn that it is temporarily obstructing traffic. Never use them as an excuse for dangerous or illegal parking.

You keep mentioning EMERGENCY; what was the nature of your emergency?  If it was genuine, you could use the argument (later on in your defence if Euro Parking Services issues a court claim) that stopping to deal with a vicissitude of short duration (in your case five minutes) was NOT parking.

It was in Romford. I don't remember the shop name, but it was closed for sure & my hazard lights were on all the time.

The parking company is: Euro Parking Services.

If IAS isn't independent or judiciary, whats the point of appealing there as it'd be rejected even if you prove you're not guilty. This is ridiculous process, no justice even with proof.

Is there a reason you keep mentioning this?

You should not use them to indicate you are parking, as already pointed out.
I have seen people using this light when they park for short period or emergency purpose, that's why i thought of using it. It indicates, the car is there for only short time, not intended for parking.

It would do you good to understand what these lights are for and when you can use them.

  • '13 Grace periods

13.1 Your approach to parking management must allow a

driver who enters your car park but decides not to park,

to leave the car park within a reasonable period without

having their vehicle issued with a parking charge notice.''

What is that time limit? Any rule or accepted time for everyone?

In other Codes of Practice in the private parking landscape, it's a minimum of 5 minutes as long as you leave without gaining utility from the site.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

as per cctv footage provided, i was there from 14.55.18 to 15.00.22. Now can they send pcn for 4 seconds? They emailed me that, their grace period is 5 minutes.

But you didn't use the grace period to decide whether or not to park.  You chose to park.

Just ignore the PPC now. No paying.

I left at the end of grace period, 4 seconds shouldn't be reason to issue pcn. If i tried to leave hurriedly, it could cause accident behind.

The grace period is not a period of free parking.

Read you own earlier post regarding grace periods and try to understand it.
