    Can you provide a link to a news report for this story? Because it sounds exactly like the sort of made-up nonsense that gets spread around on social media.

    Well it couldn't have been social media because MSE is the closest I get.

    I'm going to suggest if you can't remember the details/source then it's most likely you are remembering one of the many stories at the start of the year re people 'stuck' on pre-pay meters - given (as has been pointed out) the default failure state for smart meters isn't to disconnect the supply. Either that or the fault with the meter was something other than the battery.
