I called their CS and gave them the account details and they asked if it's a new account because it doesn't come up in their system.... Which is odd.
But the full terms do include the catch-all:5.1 Our accounts are subject to eligibility criteria, status and our lending policy. We reserve the right to decline your application. Where we decline your application, we will not make a payment to either the Recommender or FriendWhich they might well invoke if someone tries to claim the incentive when they already have an account.

There's no point rehashing this discussion about who is interpreting the T&Cs (or lack thereof) correctly. Either the Co-op cough up or they don't.
If someone has referred them to the regulator then lets wait to see if it's upheld or not.

You're right, it doesn't need rehashing - it's 'crystal' clear: It doesn't say the friend needs to be a new customer in the terms - it says they need to open a new account.
I know it says otherwise elsewhere, but those words aren't the Terms & Conditions.
