Only just come across this issue, my RTS meter and switch were installed in my house on 1991. I know it is RTS because I was there when it was installed and the guy doing it told me it was a radio switch, even watched him adjust the ferrite aerial in the box before sealing it.
It worked perfectly untillast winter when it suddenly changed the switching times and went to low at around 8 am for 7 hours, this time getting about 30 seconds earlier each day. Ended up switching at 7.25am (BST).
Then at the start of this week it suddenly reverted to the original setting again, from 22.30 GMT, 2 hours low, 2 high then 5 low.

I have heard nothing about the RTS switch off from my suppliers and knew nothing of it until I saw this. I was with Bulb, and now Octopus.

They are mandatory, and there is a bimonthly fine (or more accurately a surcharge) if you refuse.  They've said that for at least 2 years they will waive this surcharge if you send readings yourself, but that doesn't change the facts.
Not my experience, they have not required me to get a new meter, just encouraged me to do so. I have a house there.

What the law says may differ from your anecdotal evidence of its implementation in practice.

And IIRC the law is targeted at Enedis, not the consumer.

The Law on smart meters in France changed on the 1st January 2023:

Germany has also changed its stance on smart metering:

‘The law, which enters into force in the Spring of 2023, enables large scale smart metering rollout to start immediately before becoming mandatory from 2025 and provides a roadmap with binding deadlines to achieve an essentially full rollout by 2030.’

Well if you read the post by Dolor above you will see that they will become mandatory in 2025, but they are not at the moment, which is what I said.  My "anecdotal evidence" came from the email I received from Enedis.

If you read the post by Dolor more carefully, you would note that the 2025 reference related to Germany, not France.
  • "Radio Teleswitching Service
The Radio Teleswitching Service (RTS) was due to be decommissioned in April 2022. However, this is now set to be
extended until April 2025 (to tie in with Market-wide Half Hourly Settlement implementation timescales). Therefore,
during that three-year period, Elexon will monitor the number of RTS Meters and encourage migration to alternative
Metering Systems. We anticipate that from mid-2024, Elexon will then ask for more detailed updates from Suppliers
with RTS Meters remaining, and re-assess the risk posed to Settlement based on the market position at that time."

Extract from Elexon 2023/2024 Risk Assessment report.

I ve just contacted my friend up in Aberdeenshire who I managed to get out of the hostage clutches of SSE THTC meter  onto an EDF tariff early this year .   he has Radioteleswitch on his heat circuit .
His new EDF tarrif is now at 17 p heat circuit and 29 p normal which seem s a  typical rate and he s happy with it .
I asked him if he knew what times the RTS circuit starts and stops . surprised to hear that its on now at coming up to 2 pm  .
RTS on Total Heat Total Control  with SSE operated a random on/off according to the best Grid prices so he never knew the exact timings , so it looks like EDF are doing the same thing .

OK, stand corrected, but the French part said you have to accept a Linky meter and I have not been told they want to fit one. The only communication I have had direct from Enedis said they were no longer reading meters and there would be a surcharge if I didn't send a reading in at least once a year. No mention of any requirement to have a new meter fitted. You may have had a different communication from Enedis.

Mine was like that for 6 months, but has just gone back to exactly the correct times again. Why? I have no idea. I assume it lost contact with the switching signal for some reason.
