We suspect it's from putting your details in online (including car VRM) for Deliveroo or Uber Ears driver insurance, possibly with Zego.
Please don't ignore this scam. You need to report it to Action Fraud and to CIVEA (contact details given earlier on this thread) with a copy of the letter.
Also if there is a Zego connection complain to them then report them to the ICO for the suspected mass data leak and for having no proper privacy page or DPO email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That doesn't sound right; none of that should show on a credit report AFAIK.
Did you look at Zego?

My husband got the exact same letter in the post, as you can see mine and
millionairmind are very similar. Spoke to the courts and they said to phone action fraud and report it, so that’s what he is doing. Hopefully it gets sorted and stops them targeting people especially in this time.1 -

But you can request details about your case by letter through the Royal Mail to our head office.

Once we receive your request, within 15 working days we will send you all the details we hold about your case (including the original PCN, pictures of your vehicle and a copy of the warrant of control), but please note that if the debt will not be paid on time, our bailiffs will start carrying out enforcement visits and they will begin seizing your belongings.
If the debt will not be paid by the end of 19th of August 2022, on 22nd of August 2022, our bailiffs will start making enforcement visits. With the authority of the County Court and the High Court, our bailiffs have the power to seize your belongings from inside and outside your house without your permission.

Did he too input his data for car insurance, specifically for delivery insurance, @laurenquinn?
Did he get a quite from Zego?
Or UberEats delivery insurance?
Is his credit rating showing a search, and who by?

FYI ... UK Insurance Limited is the parent company of Direct Line, so that appearing on a credit report as a soft trace is not in any way fraudulent.
