Is an hour enough to cover a stay for a child's swimming lesson, including the time on arrival to park, use changing rooms, then get back in the car and leave?
I doubt it. I bet every family is getting these charges and you all need to get together and call a meeting with whoever can change this, or you should make it clear that local families will all boycott these lessons and ruin them on review sites.
Why the heck has a school even got the likes of CEL in? No need at all because all schools have security gates! I bet staff are being caught too. Kick up a fuss and consider telling the local paper what is happening.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well he had a piano lesson before the swimming lesson on the same site as well so there’s no chance.
The problem with threatening to boycott is the lessons aren’t actually run by the school, it’s an independent company who use the schools facilities for the lessons so it would affect them more than the school it’s self.1 -
I'd write a complaint (an old fashioned letter, snail mail) to the Head Teacher by name and tell him/her what has happened to you.
I'm willing to bet that CEL have already ticketed staff and other visitors dozens of times, or they make no money. So the school will already know there is a problem.
Make some noise. Local paper too. That often sees a PCN like this overturned.
If you don't hit it hard now you will be sued. No biggie and we win these cases but a letter to the Head and an email to your local paper journo is easier, stress-wise!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry I’ve not replied for a while I’ve been on holiday. We are now receiving letters from the bailiffs. Thank you for your advice, I will write the letter and email the press. What should I say in the email though? I’ve never done anything like this before and I’m getting quite anxious about it all now.0

The fourth post of the NEWBIES thread explains in detail how to deal with debt collectors letters, but to summarise that post - ignore them.1 -
No matter what they try to intimidate you into believing, unless you have lost a court case AND not paid within the stipulated time then bailiffs can not get involved.
I suspect that you have received a debt collection letter, using the word 'bailiffs' to frighten you. They are powerless and can be ignored, but do not ignore a real Letter before Claim or a document from the courtsThe pen is mightier than the sword ..... and I have many pens.1 -
You aren't getting bailiff letters.
