Parking fine from Civil Enforcement ltd

My partner has got 3 fines now from the same car park at a school where our son is leaning to swim. She’s paid the first 2 but I said they’re just ripping us off so ignore the 3rd. I rang the school to see if they could cancel it but they said it’s a private company and there was nothing they could do. I haven’t appealed the fine formally and it has been a couple of months at least since we got the initial  notice. They’re now saying it’s £140 to pay which will be going up to £170 and they’ll be passing it on to a debt collector or something and if that doesn’t work will take us to court. I’m sick of being bullied but I’m thinking perhaps I should just pay the thing now. What should I do?

    Nobody on here will advise you to pay these cowboys, especially CEL ??

    You need to find out who employed these cowboys and complain to them.
    This is plan A in the NEWBIES thread to get it cancelled

    It is too late to appeal.  No worries, was it CEL who lied to you saying the charge will be increased or was it one of the idiot debt collectors who pop out of the sewers ???

    I’ve tried speaking to the school who employed them but they said they have no power in this situation which I find ridiculous as they’re the employer and it’s their land. Yes it’s cel who have said it will be increased if we don’t pay now. It’s already increased twice.

    So, you are saying that the organ grinder is CEL and the monkey is the school ?

    Has the school signed a restrictive contract with CEL ? ask them

    Otherwise as the school is the BOSS, they have full power to cancel

    CEL are very vindictive and you should be showing the school this thread

    The school has taken on a rogue trader and they must be informed because they will damage many people and that could also be the staff

    Now, two tickets were paid for and you now have another.  Do CEL think you are a mug, they already have the reg number. The rules are simple, for each ticket issued, they are required to pay £2.50 to the DVLA FOR THE DATA ..... Did CEL do this for each ticket or did they use the data on the first ticket ??   

    The DVLA is the answer where you can ask who applied for data on the reg number ? and the dates

    Do advise the school about CEL

    You do not owe the fake scam added amounts and the courts know it is a fake and scam

    You should take pictures of the signs and upload them here

    Could be that the school does not own the land and it is owned by the local authority, so, on this occasion, the school may be correct.  Try the council for help; it may not be a council run car park but if they lease the land to the school that is a different matter.

    What's the alleged breach?

    Can you show us a pic of the sign?

    Is this a private school or state school?

    It’s The Mount school in York. It is a private school. They have cameras up that take an image as you go in and one when you leave. 

    I’ve spoken to a few different people at the school now and each person has said that the school owns the land but a private car parking company runs the car park and is responsible for issuing tickets. I can’t remember the name of the company they said but it’s wasn’t CEL yet it’s definitely them that have sent the pcn. 

    I will go by and take photos of the signs tomorrow and call again to confirm the name of the company. How do I go about finding out who applied for data on the reg number? Just call dvla? Thanks for your help everyone!

    If it is a private school and they own the land, they must have instructed and contracted with the PPC.  Creative Car Parks did not just rock up and insert their signs!

    How do I go about finding out who applied for data on the reg number?
    You should email the DVLA and ask which organisations (when and for what reason) accessed the registered keeper's data from them between a range of dates which includes the date(s) of the parking incident(s). You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident. 

    SubjectAccess.Requests@dvla.gov.uk

    This service is free of charge. 

    Even though you email your request, the DVLA will respond via Royal Mail.

    The alleged breach is that it was parked there for 12 minutes past the free hour they give you.
