    In which case, what @B789 predicted, has already happened and you should tell them they have lost you and they should consider how many more victims will decide to cancel their child's swimming lessons if they don't get it sorted.
    They said they rent the car park out to the parking company, does that still make them liable? 
    They seem to be making it up as they go along to sidestep doing anything, commonly known as 'the fob-off'!

    You should strongly rebut that email reminding the intellectually malnourished individual that wrote it, they obviously have no comprehension of how their agent operates and that elevating them to the status of "authority" that is able to issue "fines" proves that they are not fit to respond and should pass your complaint to the top "monkey" as it would appear they think that their agent is the "organ grinder".

    Such tosh just proves their fundamental lack of understanding of the contract they have with the scammers. They need to be made to understand that they are equally liable for the actions of their agents and what that means, even if you have to spell it out in pictograms for them.

    So they are now admitting that they do have influence.

    They are apparently lying that they "cannot" request a PCN be cancelled at debt recovery stage because this has not cost Civil Enforcement anything at all (the debt bullying stage is 'no win no fee').

    Tell them that - and ask them to please stop asking CEL what to say and spouting what this notorious bullyboy ex-clamper firm tells them. Ask if they even bothered to Google the company of look at their Trustpilot first, before getting into bed with a known rogue industry.
