APCOA penalty notice

I am the registered keeper but not the driver of a vehicle that I have received a penalty notice for. The charge is for apparent use of private car park at a railway station, PCN received with ANPR camera pictures showing the vehicle.
The time of the ‘breach of bylaw 14’ was just after 5am.

The pictures in the photos show the car waiting at the entrance of the car park in a yellow box painted area but the photos clearly show the lights are on (because the car was running) and nowhere near a parking bay. The driver said they may have been there a couple of minutes.
Does anyone know where I or the driver stand in this situation, APCOA appeal page asks for ticket number but no ticket purchased.

The keeper should send APCOA the blue text template appeal easily found in the opening post of the NEWBIES thread.
The 'ticket number' that APCOA are asking for is surely on the Notice they have sent you.3 -
Same as all the other dozens of APCOA railway ones on the forum. We have them every day, including yesterday. Read them. Ne need to even search.
Copy what they did.
SLOWLY, DELIBERATELY TIMING YOUR RESPONSE ON THE VERY LAST DAY FOR APPEAL EACH TIME.
This is a penalty, which unlike a Parking Charge Notice, times out after 6 months and nothing will happen even when you lose at POPLA.

Thanks Keith there is a penalty notice number that is probably what they mean by ticket number!

Just be careful not to write things like 'I wasn't even in the car park'. This is why we have a template appeal.

One further thing, I know it is in the faq section but I do have a degree of autism so makes it difficult to filter through it all, as said I’m the keeper, my son was the driver. As I understand there is a 14 day ruling regarding the keeper not being liable?
The date of the offence was the 29th May and the date the notice was issued was the 13th June (16 days) so where do I stand with regard to this PCN?0 -
They won't be using the Protection of Freedoms Act 2012 (Schedule 4) as this is a byelaws penalty charge. The 14 day timeframe is irrelevant.Please note, we are not a legal advice forum. I hired a car on my visit to the uk on 10th june and went to tesco in Kidderminster. I spent about 200 pounds. I wasn't the slightest bit aware of getting my receipt validated. I went to some other shops in Kidderminster. Now I have received a letter from avis saying apcoa will contact me and avis are charging 30 pounds for their admin fee. When I search for my booking number on the APCOA website, it is not there. What should I do?0

You should read the sticky thread Announcement for NEWBIES, then start your own thread if you need further help.
Do Avis have your home address, or a different address if you used that when you hired the vehicle, because that is where APCOA will send a Notice to Hirer (NTH)? What I'm asking is whether the NTH will actually reach you if you live outside the UK?

It is not an offence.
The NTK will not be PoFA compliant because a railway car park is not relevant land, so the vehicle keeper can never be held liable.
The NTK won't contain the wording from the PoFA that they must use if they want to hold the keeper liable, and in addition, the NTK arrived too late for keeper liability to apply.
Do as advised and send the appeal template in blue text as near to the 28 day appeal limit as possible. Add that you were not driving, and that as keeper, you cannot be held liable where railway byelaws apply.
Do not reveal the driver's identity at any point, and don't go around volunteering information about who it was.
