We all know what drives cases to court and CCJs. The parasite DRA industry, swimming in money from the £70 fees (per PCN) which makes court and a CCJ so damn easy that clearly, litigation and getting a shoo-in CCJ (at the touch of the 'request judgment' button, courtesy of the deludedly automated and claimant-favouring MCOL system) is the aim for many legals.
They also say, as we've all seen, that in their la-la land, "charges have to be high in order to be a deterrent" (despite scholarly articles saying the opposite), and if PCN values are too low, they say 'carmaggeddon' will ensue and car parks will close, to the detriment of the High Street.
Funny then, that LOTS of retail parks, hotels, churches and business car parks operate happily without a PPC. A gate is enough.

I think (hope) it must have hugely damaged any credibility they had. It was pie in the sky scaremongering crap and was called out as such by various people in submissions to the last Public Consultation.
