Quote from the BPA regarding the withdrawn code:

The legal action threatened by some parking operators related to elements which some firms felt could impact negatively on some motorists the profits of PPCs
How could a reduction in the parking charge from £100 to £50 and the debt collection fee from £70 to £0 possibly impact negatively on some motorists (in fact, any motorist!).  Gibberish!
Their spiel goes like this  (and I'm not quoting from any Steering Group work here, I have picked this up from BPA Articles, Parking News and the utter drivel spat out publicly by players in the industry when the DLUHC banned DRA fees in 2022):

They say that if DRA fees are banned, then the DRAs will no longer have capacity to "help resolve" parking cases (they offer important debt resolution, doncha know).

And the preposterous propaganda then says "therefore more cases will go straight to court."

    Utter lies.

We all know what drives cases to court and CCJs. The parasite DRA industry, swimming in money from the £70 fees (per PCN) which makes court and a CCJ so damn easy that clearly, litigation and getting a shoo-in CCJ (at the touch of the 'request judgment' button, courtesy of the deludedly automated and claimant-favouring MCOL system) is the aim for many legals.

They also say, as we've all seen, that in their la-la land, "charges have to be high in order to be a deterrent" (despite scholarly articles saying the opposite), and if PCN values are too low, they say 'carmaggeddon' will ensue and car parks will close, to the detriment of the High Street.

Funny then, that LOTS of retail parks, hotels, churches and business car parks operate happily without a PPC.  A gate is enough.

How many £billions was it that Mazars famously imagined would be lost to the high street, in that laughable BPA rubbish?  They later parted company with Mazars... unconnected?

I think (hope) it must have hugely damaged any credibility they had.  It was pie in the sky scaremongering crap and was called out as such by various people in submissions to the last Public Consultation.

It's really odd that a greedy industry can't actually see when what they are saying is so preposterous that no-one would believe it.  Does no-one there give their head a wobble and say "hang in a minute guys..."
