1505grandad said:Re discussions about delays for new PPCoP in this thread - there has been a "niggle" in the back of my head. After opening various docs and using control F I eventually found the "niggle".Hopefully I'm wasting everyone's time - and I have got the wrong end of the stick - in thinking that THIS may mean another delay?:-4.9…………...The ability to continue driving as individuals become older is also a fundamentaldeterminant of the quality of life among older adults10. 24% of news articles and 19% ofDepartmental correspondence related to private parking reported the penalisation ofvulnerable customers/equality issues. Poor practices on the part of private parkingoperators may particularly impact these more vulnerable groups. The Government willcarry out a full Equalities Impact Assessment on the Code when the decisions on parkingcharge levels and debt recovery fees are made, before re-laying the Code in Parliament.Equalities assessment10.5 to10.7 ......…...An Equalities Impact Assessment will also be undertaken when the decisionson parking charge levels and debt recovery fees are taken, before the Code is re-laid inParliament.
I am not party to those decisions but I have voiced my opinion and continued to feed evidence. Done all I can...
But I don't think an Equalities Impact Assessment will take too long, so I don't see this delaying things more.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Travelled through the Derbyshire Peak district over the weekend, and spotted this on a social media page local to the area:from their Facebook page, showing the impact of PPCs** A TALE OF TWO BANK HOLIDAY TOWNS **Wasn’t it lovely to see the sunshine today - a welcome change for a bank holiday Monday! And clearly thousands of visitors to Derbyshire agreed, with local radio advising people that Matlock Bath car parks were full by 12:30 hours.Back in our town, at our historic Belper Mills, the normally bustling bank holiday weekend car parks were almost completely empty.“It’s them bloody hideous car parking signs. They are putting people off stopping here - it is so much quieter around the Mills today,” complained a local Belper business-owner who did not wish to be named. So we decided to pop down to the Grade I Listed location to check it out.As we approached the ugly, newly-installed “Strutts Mill Car Park” signage, it was impossible not to observe just how quiet the car parks were.We watched several vehicles and vans approach the so-called, self-styled “charity” car park. Most of the cars slowed on approach, before dithering and then turning away and moving on.So we decided to speak to some of the visitors to ask why they’d decided not to stay.“We’ve come for a day out - but we didn’t realise you had to pay to park here - and it all looks a bit complicated,” explained a visitor from Nottingham. “I think we will go to Cromford and see the Mills up there instead.”“I only wanted to call in and get a bacon cob from the van,” said a workman on his way to a plumbing emergency. “But there’s no way I am going to get a ticket in my work van. I don’t trust these limited companies who run the car parking enforcement as I’ve been caught out before at a similar set-up. I’ll just nip to McDonalds at Ripley instead.”“It’s just like when they pedestrianised King Street and made it a one-way road - that ruined footfall in Belper. And this is just another kick in the teeth for what’s left of our tourist trade,” shouted a passerby on the other side of the road.Councillor Ben Bellamy says: “It is clear that these signs are having a detrimental impact on visitors staying in our town. These car parks, especially on the North Mill side, are usually very busy on a bank holiday, helping to bring much-needed money into our local economy. The giant nature of the signs, and the enforcement action messages on them, are clearly putting people off stopping. I’ve been in touch with the planning enforcement team at Amber Valley Borough Council to seek the removal of the signs as a matter of urgency.”Watch this space for updates.
A quick search on Google also shows this area not only to be listed but a UNESCO world heritage area, so the planning permission/advertising consent issues around PPPC signage and ANPR cameras may be a little more involved than the usual lack of advertising/planning consenthttps://whc.unesco.org/en/list/1030/

No wonder DVLA have no wish to act responsibly/practice due diligence while helping with the rip-off:-
"Motorists in Britain are sent more than 35,000 parking tickets every day by private companies - and the DVLA is raking in almost £90,000 per day as a result, new analysis reveals."
