The face one can have to leave such a statement on paper. IPC is operated by Will Hurley, in the past Director of Gladstones Solicitors. Gladstones Solicitors, directed by John Davies, specialize in debt recovery, often working with private car park operators to collect unpaid parking fines, offering specialised litigation service. John Davies was previously Director of IPC and currently sits in the The IPC Steering Committee. The Independent Appeals Service (IAS) is administered by The International Parking Community, IPC. I don't see anything "professional" in all this chain.

Danielle Tucker waited to use a self-service jet wash at the 24-hour garage on June 4 at the Asda petrol station in Northfield Avenue, Kettering, Northants, before receiving a fine days later.

"Two girls were already using it so we had to wait 15 minutes for our turn. Ten days later we received a letter saying we had been fined £70 for staying too long in the car park.

I was shocked, I was using their service. How does that make sense. Luckily I paid on my card. When I got the letter I was p**d right off. At first I was like 'what the hell have I got that for?'

How can you get a parking ticket when you're using a service? It was the most expensive car wash I've had."

ParkingEye have since cancelled the 'fine'.

The housing association homes in Caxton Close are managed by Clarion Housing Group, while NPE is 'ruining' the parking.

The rules say drivers must use a marked bay for a permit to be valid. But there are a dozen fewer bays than there are homes with permits, and in particular, all visitors appear to be fair game.

Fitz Richards, 62, who moved in just six months ago, says three people who have come to visit him have received fines.

He said: “One of the people fined was my carer, who is here for a few hours on a daily basis."

Resident Angela Clark, 39, has been fined twice despite having a permit.  She says the ANPR cameras were installed more than a year ago but have only been active since the scheme was introduced last month.

She explained: “The cameras were supposed to be a way to deter people from parking here and walking up the high street.

“They will go on our maintenance bill, which we will have to pay for in September. So not only do we have to pay for a parking permit each year and the cameras, but we are also paying for the fines.

My appeal got rejected because they say I’m not registered, but I am and I can prove that.”

Residents say at least 23 people have already been penalised by automatic number-plate recognition (ANPR) cameras in the first four weeks of the scheme.

Among them is Robert Lake, who has lived in Caxton Close for 15 years and who relies on his children to help care for his wife, who has dementia.

82 year old Mr Lake - who says he has tried and failed to get his children a visitors’ permit - says the scheme has left them "scared to visit".

Fellow resident Raymond Bridges, 67, also said the rules had left him feeling isolated.

He said: “We haven’t actually had a fine yet, but our family used to come and visit on a regular basis but we are now frightened to have them round because of what has been going on.  There are 27 bays and 38 flats, so we are already 11 bays short."

Looks like an ICO Surveillance Camera policy breach to me, not that anyone cares, as the Surveillance Camera Ombudsman is being phased out.
