    "So, given the passenger PAID BY CARD, why exactly did Group Nexus' payment processor inexplicably refund it?

    They can't be bothered to explain that...and WHY are they going to the DVLA and blindly issuing a PCN, in these circumstances of failure to take the offered money at their end?"

    They must be messing around with the capture delay which should only be used when a purchase cannot be immediately fulfilled. 

    We have seen a number of weird incidents with payments that are made and then drop off the radar or are pending in the payer's bank account and then disappear. 

    We know from past claims that information is tampered with.

    Take a bow ES Parking Enforcement who seem to think they are exempt from the mandatory requirement for a consideration period, and are perfectly happy to charge £100 to people dropping a donation at a charity shop:

    Now it's time for the BPA to be proud of this crap publicity about their beloved fee-paying ex-clampers Civil Enforcement Ltd

    Apparently even though this motorist paid for their 2 hours, the elderly lady "took too long" to pay in full that day while on site, even though she appealed pointing out the delay was due to their reportedly useless overly complicated system.

    She is QUITE RIGHTLY refusing to pay, saying:

    "it's their machine that's not working. I'm 77, I really don't need this type of aggravation in my life."

    CornwallLive has contacted Civil Enforcement Ltd for a comment and an explanation but hasn't had a response.

    It's just crap isn't it?

    Cornwall is plagued by aggressive bully parking firms ruining life for locals and tourists. Why do the IPC and the BPA support the 'parking management' farce?

    For those who are new and reading this thread, the BPA who are approved by government as an ATA, ARE NOT who you think they are ?  The BPA IS ONLY A MEMBERSHIP CLUB with no authority apart from allowing their members access to the DVLA data base which is your private data.

    They have set up what they call .."PoPLO", not to be confused with PoPLA
    It stands for "
    Parking on Private Land Operators" to which membership comprises of the most common names we see on here ...

    Council Representatives:

    • Conor Greely, Carflow Limited
    • Grahame Rose, CP Plus Ltd
    • Gary Osner, ZZPS Ltd
    • Jamie Ashford, DCB Legal Ltd
    • Mark Anfield, ParkingEye Ltd
    • Stuart Harrison, UK Parking Control Limited

    One can only assume that this is a Cartel operating

    I suspect the same is happening with supermarkets, indeed when this week, MP's grilled the supermarkets, one MP asked "were they operating a cartel"
