People crossing the road at junctions

Question about junctions with traffic lights: I am waiting to turn right on a green light, as soon as I spot a gap in the oncoming traffic I start moving. But a pedestrian decides to weave through the stationary cars and cross the road I am turning into. 

Do I stop, in the path of the fast approaching oncoming traffic, and wave them on? (Obviously if they are hell bent on crossing and are actually going to be in my way then I'll be stopping anyway, but if they are waiting half way across looking at me?).

No, I understand this only applies to side roads rather than controlled junctions and the like. Clearly if the pedestrian is already crossing the road then you must stop, but this has always been the rule for any junction.

Thanks @shiraz99 Logic suggests that but specific exclusions listed in the HC would be handy!
