The key factor is whether the car park is a railway asset. If it is owned by the Train Operating Company (ToC) or whatever the new name is for Network Rail, then it is a railway asset, and therefore it is covered by byelaws.JustAUser said:

Concentrate on complaining to the landowner and your MP. Get pics of the signage. Use google streetview as well as they sometimes hold historical images that you can use.
We get a lot of posters saying they never received a PCN, yet they always seem to produce a copy with the date posted, yet never proof of posting.
It's as if more post from PPCs goes accidently missing that any other type of post in the UK. Strange that.
You should also determine if the car park is a railway asset subject to byelaws. I suspect not as most railway (or did you mean bus) stations are not contracted out to UKPC.

Exactly, I am convinced it is basically a scam. No chance of appeal, so either pay or straight to court.It's definitely a railway station car park to my knowledge. Will double check on the byelaws though...
If it is a privately owned car park that just happens to be next to a railway station, then it won't be a railway asset and byelaws won't apply.
There are a couple of station car parks where a railway asset lies alongside a private one, and sometimes the entrance to the private car park is sneakily via the railway one. People drive into the railway owned car park, see the signs, then drive into the privately owned area and miss the signs because they, quite reasonably, think they are still in a railway owned car park.
UKPC don't normally operate in railway car parks, so sadly I expect this is a private car park, but I will happily be proved wrong.
Ask the TOC or Network Rail if they own the car park.
Ask the stationmaster.
Ask the council who pays the non-domestic business rates.0 -

UPDATE- So I went back to the site. I found out that the car park is not a railway station car park at all. It is in fact a car park of a private land of some business, however, it is right next to the railway station and it is used by railways users. So byelaws would not apply anyway.
I went on the land registry to find out the landowners as Green Parking are not co-operating. After paying the fee, I have found out that they belong to a foreign company.
Is it worth contacting them to complain about this nonsense in hopes that they can cancel the ticket?1 -

Yes, they're okay with it. I just checked their website and it says that the car park can be used for those shopping in the town centre, or to work or "for those using the station to travel further afield, such as those commuting to London."

There is no breach of standards for demanding what their client wants to demand.However, do respond with the usual reply about the DLUHC's new Code banning fake debt recovery 'costs' and state that if a claim is issued with those enhanced/fake costs added, knowing they are banned and branded 'extortion' by the Govt, it will show a lack of good faith and honesty from them and their client.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You say respond, do you mean respond to the solicitors? Or is this something I would add to the defence (when they eventually take me to court as it seems like)?0
