UKPC- No PCN and £170 invoice from ZZPS debt collectors- What to do???

    I reckon the original PCN got lost in the mail or something. Although I’m not sure how to prove this when the time comes. 
    Get a SAR off to the PPC, that should elicit any documentation they have sent you. A link to a SAR template is in the NEWBIES FAQ Announcement, second post.

    Will do some more research, find out who the landowners are and complain to them about this and request a SAR

    Debt collectors are powerless and can safely be ignored. Unless they have used false or misleading wording, you should forget about them.

    Concentrate on complaining to the landowner and your MP. Get pics of the signage. Use google streetview as well as they sometimes hold historical images that you can use.

    We get a lot of posters saying they never received a PCN, yet they always seem to produce a copy with the date posted, yet never proof of posting.
    It's as if more post from PPCs goes accidently missing that any other type of post in the UK. Strange that.

    You should also determine if the car park is a railway asset subject to byelaws. I suspect not as most railway (or did you mean bus) stations are not contracted out to UKPC.

    Exactly, I am convinced it is basically a scam. No chance of appeal, so either pay or straight to court.

    It's definitely a railway station car park to my knowledge. Will double check on the byelaws though...

    The key factor is whether the car park is a railway asset. If it is owned by the Train Operating Company (ToC) or whatever the new name is for Network Rail, then it is a railway asset, and therefore it is covered by byelaws.
    If it is a privately owned car park that just happens to be next to a railway station, then it won't be a railway asset and byelaws won't apply.

    There are a couple of station car parks where a railway asset lies alongside a private one, and sometimes the entrance to the private car park is sneakily via the railway one. People drive into the railway owned car park, see the signs, then drive into the privately owned area and miss the signs because they, quite reasonably, think they are still in a railway owned car park.

    UKPC don't normally operate in railway car parks, so sadly I expect this is a private car park, but I will happily be proved wrong.

    I see. I am not sure how to check if it is covered by the byelaws. Can you please point me in the right direction?

    UPDATE- I have been given a "Notice of Transfers to Solicitors" letter now. 

    The SAR said that a PCN was sent. Of course it did. 

    Furthermore, I am not sure what to put as a defence. I cannot say that the invoice was an excessive amount as this reasonable excuse was rejected in the Beavis case. 

    I know I can argue that the extra £70 is unreasonable as according to the Wilkinson case, however, I would have to pay £100 and fees regardless. (Or it may be dropped altogether by luck but I doubt it) How can I afford that?

    I am not sure how to argue that my engine had an engine light on which meant that I cannot get out of there as fast as I could. 

    Also, I am not sure how to just complaint to the landlord. I cannot find the details for this. Maybe I should ask my local council? 

    As you can see, I am stressing. Can anyone give me any words of wisdom?
