UKPC- No PCN and £170 invoice from ZZPS debt collectors- What to do???

They are being dishonest about the admin fees and they've already lied to the landowner a couple of times. I see what you mean though.
I don't think there's another way to put it which would be effective, so I'll get rid of it entirely.0 -
They aren't being "dishonest" about the fake admin fees. Their Trade Body code of practice says they can add it so they add it.
Now, that's greedy, goes against other legislation and is obviously a consumer rip-off (which I am fighting in my regular Steering Group meetings with Government). Disingenuous but not "dishonest".
Ranting about them doesn't help you. Keep the moral high ground when writing complaints.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I see what you mean about the admin fees. However, previously they've told the landowner that they can't cancel the invoice because it's been too long which is a lie. Otherwise they wouldn't even be entertaining my emails and reducing the invoice charge. It could've been intentional or the UKPC agent was just unaware, but that doesn't stick right with me.
Regardless, as you said, will keep the moral high ground. I don't want to argue with the the landlord, I just want my justice.0 -

How do you know that "they've" told the landowner that they can't cancel the invoice …blah blah? You are assuming that the landowner has told you the truth but you don't have any proof of this. Hence, be careful what you accuse others of, especially when you are dealing with matters that involve or could involve the courts. 😳

I would expect them to tell the truth, especially as they said: "I have consulted with UKPC and I’m afraid we are unable to cancel your ticket given the historic nature and the fact you failed to respond to both letters." It's all in writing now.
I see what you mean however. Don't want to risk anything unintentional :)0 -
I am not sure who your letter is addressed to but it looks like UKPC, therefore it makes no sense (to me) to tell UKPC that they are being lied to (even if youchange that word) by UKPC.

It's to the landowner. They've been communicating with UKPC.

Update:
I sent the defence on 27th April. Looks like it was acknowledged quite quickly. It’s been 6 working days, almost a week and there’s no sign of the DQ.

That letter from the CCBC states the Claimant has twenty eight days to consider your Defence.
What you don't know is when the CCBC sent a copy of your Defence to the Claimant. It follows from that that it is not known when the Claimant has to respond to the CCBC.
Further, we don't know what delays there are in the CCBC that means they don't send you a Directions Questionnaire as promptly as you might like.
And this recent thread indicates that longer delays are likely... CCBC are currently 26 days behind with DQs
Can I suggest that you keep checking your MCOL Claim History and as soon as you see that the CCBC has sent a DQ to you, you are ready to download a DQ, complete it and fire it back at the CCBC, remembering to send a copy to the Claimant of course?3 -
