I'm slightly less sure about the box.
Here's the electricity meter box again:

See how it sits proud of the wall, with a significant rim to it and the door well clear of the wall?
The gas meter box should be more-or-less the same, like this:
But the mystery panel - which appears to be cement rendered, then painted - is flush with the wall. There's no rim visible:
There may be a hole in the wall behind it, but I'm not convinced there will be a gas meter in it.
If it was my house and I'd bought it as a new-build I'd have got the builders out to show me where the meter is.
And if not, I'd have had that panel off the wall by now :D

I still don't know how any new-build in the last 20 years or so could be supplied with gas without there being an external gas pipe on the outside wall somewhere... ?

This reminds me of somebody my Dad knew, who inherited his parents' property when his Dad died, and moved in. He contacted BG about the gas, only to discover that BG were unaware they were supplying gas to the property, and this was in the days when BG had the monopoly. His parents had had free gas all the many years they had lived there, but never mentioned it to their son who could have continued to enjoy the benefit......

Dad popped round to see another of his friends one weekend, to find him sucking the gas meter backwards with a vacuum cleaner.  Dangerous times.

Makes you wonder whether the builders rendered the box flush. Cannit see any fixings, probably gripfilled on.
Bizarre that the meters been read, the boiler when serviced would have been gas rated and tightness tested (both need access to the meter). Lot of people not doing their job properly.
So we have an impasse, energy company wont taje thepanel off, owner (who is responsible) wont take the panel off. For goodness sake, rip the plaster off!

My gas has never been turned off while servicing a boiler.  I can't think why you would need to do that.  Installing a new boiler is another matter.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.
