As for grace periods , they are in clause 13 of the BPA CoP , so check that BPA CoP that was in place at the time

Coupon-mad/Redx i have read through the 44 pages on Bpa cops website but cannot see anywhere it says about grace periods in 2016, I found this about grace periods in 2015 but would you think it would apply to parking and having ten minutes to say go indoors and get permit, or visiting friends and have ten minutes for them to give you their permit? It seems to indicate to most times overstaying time after paying for parking? Thankyou
The V6 from 2015 and V7 from 2018 were ambiguous in clause 13 , using the words , "reasonable period"

I think that 10 minutes would be a reasonable period to do what you describe , I ALWAYS have done , so similar to the observation period by councils

So IMHO ten minutes is reasonable for able bodied people , 5 minutes is not ! , Especially NOT if it's blocks of flats or similar

What i actually do not like is reading on the Bpa web pages, it states that once the parking companies have abided by the rules and sent out letters in a proper formal way is if the driver has not replied, or given name of driver etc. they can add charges to recover their money, it does not state how much can be added and i assume it means the debt collection agency are the ones who in fact can add charges, in the case they are trying to get me to pay that means each pcn started at £100 and the added charges are now £186 added on making each pcn £286 which i hope can be challenged in court as being over excessive and a case of double charging ( which was known as abuse of process)

Can be challenged in court, yes.

The DRAs operate on a 'no win no fee' basis so there is no cost to the PPC for non-collection.

£60 or £70 is also disproportionate to the 'work' involved in checking an address with a credit ref agency (costs from 29 pence) sending a template demand.

MULTIPLES if that sum (for one letter or two, listing more than one PCN) is in my view, particularly extortionate and an utter scandal.

Thanks Coupon-mad, will just have to wait now until court date arrives etc. Funny just looking through paperwork Dcb sent out, doesn't really make them look like a clever firm with their signatures, and i suppose the "without prejudice" to assist the court, is their way of creeping to the court to say, well we did try to settle before a court hearing, even though they probably would have offered to knock a tenner off, ha ha, look at their signature on what they would probably class as an official document)

Solicitor signatures like that are in fact the norm, even with conveyancing and other decent firms!

Bear in mind that to read a BPA CoP , like I did earlier on this tablet , download it first , save to your device or laptop , then open in a pdf reader , much easier than webpages
