Without continuing on this topic for longer than necessary, do they have the right to have nothing at all in front of their window?
What do the deeds say? Its common courtesy not to block the window completely. Its also common courtesy not to watch your neighbours.
Got an old mirror? Write "Take a look at yourself" on it and put it in front of the window.
Start dictating what they do in their garden.

Why on earth did you ask them? They have no say as to what you do in your garden.
I didn't ask them. I told them to avoid late night dramas where she starts to scream and bang on our floor (their ceiling).

Politely inform her that if she damages any of the things in your garden you will call the police. Set up a camera in your garden. Stop enabling the behaviour by pu$$y footing around them and stand up for yourself!
I'm afraid politeness had to leave long ago. I do have a camera in the garden, but that doesn't stop her screaming, shouting, banging on walls and complaining about pretty much everything.

It's always been a one-way conversation. Every time we tried to (politely) ask her to stop screaming (like she was in pain and about to die) at 2am in the morning, we got told that they have the right to argue and we can't tell them what they can and cannot do in their home.
When she started to accuse us of being racist out of nowhere, I just left the conversation, nothing more (rational) I could have said.

But she thinks she can dictate what you do in your garden? She sounds ridiculous, treat her accordingly. I pity her partner.
If she does interfere with your property try contacting the police on 101. They may speak to her and the involvement of an independent, authoritative person may have an effect.

    I don't see the issue.

Check your deeds about what you can do with your garden, and if it doesn't say anything about not putting up stuff, then I suggest some large planters with Bamboo in front of their window to block the view. You have a camera, so can see and take action if she damages them.

Options for in front of window:
    1. Large planter with Bamboo growing
    2. Mirror facing their window (so they can admire themselves)
    3. A screen/board with a scenic picture facing them (you could paint one!!!)
    4. A large fence panel
    5. trellis and grow some plants on it
    6. contact your local "nude, fat and proud" group and get them to dance on your lawn.
The lease doesn't mention anything about the garden or windows, apart some generic stuff like don't put signs or laundry visible from the outside and clean the windows regularly. This is a 'generic' lease that was 'adapted' to the flats 3-4 years ago when we purchased them (the previous owners divided the freehold house in to two flats but didn't bother setting up a lease because they were brothers).
What worries me is the fact that she starts to make false accusations out of nowhere, and apparently now she's reported us to the council's mediation service, whatever that is.
I guess I could simply ignore her, but it's difficult to remain silent when you get accused of being racist, of "refusing to be a good neighbour", after we tried for months to invite them for a coffee to discuss the issues that they had in the first weeks/months (without yet knowing what we would have had down the line).
By the way, having spoken to a builder/structural engineer, I was told that they should have a frosted window there, and that, in theory, we can't plant in front of their window as that could block or reduce the light they get (they've been living there for 4 years or so, if that makes any difference).
