How does the contract between OPS and landowner impact people like myself who are their victims? 

Not at all, IMHO. It's standard to say that a PPC is not acting as 'agent' because they say they are the principal (as ParkingEye were held to be, in Beavis).  Because they are the principal, they can sue.

Thanks for forwarding that FB post. The email address is parkingfinecomplaint@gmail.com However, she clearly says she only wants to hear about issues with the machine or anything related to being able to buy the ticket rather than seeking legal advice from her. I will try reaching out regardless.
