Add that the D has complained to the retail park owners and (what? find out urgently!)...they wish for the parking charge to be cancelled/don't support charges against genuine customers...get something useful by email even if the retail park managers say they can't cancel it now it has gone this far, but would have done.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Le_Kirk thanks for the advice.
    How sounds now?

The facts as known to the Defendant:
    2. It is admitted that the Defendant was the registered keeper and the driver of the vehicle in question but liability is denied.
    3. As a regular customer of other Morrison stores, the defendant don't have to pay for parking for the first two hours. The Morrison car park located at Butterfly Walk managed by ABC Parking Solutions  has changed the process without informing customers. The demandant defendant can provide a copy of the transactions made by one of the occupants of the vehicle at Morrisons at Butterfly Walk on the date of the incident as proof that the occupant was a customer at Morrisons and therefore entitled to free parking with the landowner.
The first notice the demandant came across about this parking charge was a year and five months later and the demandant defendant feels very harassed by this whole process.
See changes above.  If you are going to keep the bit about the PCN being received a year or so later and you feel harassed, it needs a paragraph number - however it is not a defence point!

Coupon-mad Thanks for the input, I just have a response from Morrison's CEO (David Potts, well someone on his behalf) telling me that the "Parking Team" can't help because they don't have parking ... hilarious, a team for something they don't they have ... hahaha. But ABC Parking Solutions, did not reply to me, to be honest I only found the customer service website to address them ...

Morrisons are not who we said to complain to. Morrisons only use ParkingEye so it wasn't them who contracted the PPC.

WOW then I'm really confused now ... because it's the car park that gives you free parking if you shop at Morrison (the Morrison mentioned before, the other where normally I am shopping have their own free car park.) and it's the only parking that's offered next to the store, door to door ... all the rest around the full neighbourhood it's double red line...

Anyway, I have googled a lot and there is no way to find an email for ABC parking solutions, I only find that it is registered as a cleaning company and other businesses ... either I am very clumsy or these guys hide very well...

Is it anything to do with Civil Enforcement Ltd?

Thanks for your question, and the answer isYes, Civil Enforcement Ltd is the claimant and ABC is the landowner. I can't find the email of ABC so I sent a request through their website (that is a cleaning service company or something like that...) and to LEC I sent a SAR to their Data protection officer (no answer received yet, but they have up to 28 days...)

The advice was, this, not to complain to Morrisons, who are not the retail park owners:
