    You surely know that CEL is Civil Enforcement.  The other acronyms can be found in the NEWBIE sticky fifth post.  The e-mail address for all DPOs is normally found on the privacy page of the parking company web site.  For CE it is: -

    It was likely ANPR so there would have been no Windscreen Ticket.

    It wasn't rude, it was a statement of fact, and it's well known here that I don't ask questions twice. 

    I never feel obliged to answer on any 'threat' (sic), this is a free service we provide, given by a small handful of volunteers who have studied the subject comprehensively over many years of involvement, to acquire the best knowledge anywhere in the country, to help people deal with their private parking charges. I wouldn't alienate too many of them. I'll bear in mind your suggestion though.
