Just one last question, by paying this time... have I not set a precedent for them where they can legally challenge my potential Primacy of Contract (i.e. by paying I admit they have rights over the parking space)?2 -
You might have set yourself up as a "cash cow" and they might assume "mug" is printed across your forehead but your primacy of contract is your primacy of contract. If you have to defend yourself paying you can say that you were harassed, lied to, frightened (whatever else you felt when you received the letters) and paid to protect yourself from this unnecessary intrusion.3

Having spent 45 years dealing with disputes I can tell you that in most cases you will be sat in front of someone with little or no practical knowledge who will either send you away with flimsy advice because they know no better or will give poor or wrong advice. Most of the time they will sit and listen, smile and look sympathetic, and hand you bits of paper and ask you to contact someone else or visit a website.Nice one, Arf! 😊
It is free and as a result it is useless because free attracts people who just want to feel helpful or fancy themselves as some sort of expert.
In the very beginning these places had lawyers, qualified accountants, engineers, bank managers and many other people who really knew their stuff and their practical knowledge and advice based on years of experience was gold dust.
Now you are more likely to get a scruffy wannabee without a clue what they are talking about who will tell you what you already know or what you could have found out in two minutes on the internet.

Some years ago I offered myself as a volunteer as I had spent 20 years or so as a Consul getting people out of scrapes in various cess pits east of Calais.

I am in this position because I didn't know that the advice offered by Citizens Advice is wrong, and how would I? This is the first time I face an abusive charge like this, and I'd always seen Citizens Advice as a reliable entity.
The very first reply to your original post on this thread told you what to do, but you did ignore that advice. I'm not blaming you for asking CAB, but you chose to ignore the advice on this forum and believed the utter borax spouted by CAB instead.
The advice on the "Official" MSE parking page is just as pants. We have tried and tried for years to get it changed but to no avail.
We can't even get the name of this forum changed to remove the word "fines".
When you get another PCN, and if it ends up in court, at least you will be able to honestly say, "I believed the information I was given by CAB, but now realise it was completely incorrect."
You then go on to fight using your primacy of contract as your main weapon. You really should be hammering the MA or whoever employed the scammers to infest your residence. Many places have formed fightback groups to either stop scammers being brought in, or forcing them out in some places.
The MA are jointly liable for the actions of their agents, so need to be educated, and forced to be defend their actions in any litigation against residents.
